The accepted CHECK000 architecture remains the merits boundary. AC008 encodes Initiative and Feature as the only new SID-bearing workscope tiers, Epic as mutable non-authoritative grouping, Story as removed, and Initiative-rooted Timeline UIDs as explicit workscope targets.

This redesign is re-presentation, not re-adjudication. It improves the HDO review surface after the pre-redesign package commit 48aeca2b. It changes neither CHECK001's ACCEPT WITH CONDITIONS merits nor the CHECK000 architecture.

What enters authority—and what remains outside this package

Merging does

  • Accept P-STD-009's Initiative + Feature SID taxonomy, Feature lifecycle/resolver, EG-<slug> grouping, explicit targeting, lineage, and legacy freeze.
  • Land coordinated P-STD-002/004/005/008 and Program WDL alignment plus Program SPS discovery/resolver interfaces.
  • Accept the TK004 census boundary: 17 Epic-root families plus separately frozen Feature-root residue T102A1.
  • Accept R-001–R-007 as explicit owner-bound residue—not as completed receiving work.
  • Authorize maintainer merge of the exact package only after the explicit HDO act; merge hash then anchors the #449 acceptance ledger.

Intentionally does not

  • Mutate PM board schema/options or T106 tooling/helpers; R-006 remains conditional and untriggered.
  • Migrate or rename per-Initiative legacy identities, paths, owners, registries, plans, or files.
  • Revive Story as an SID-bearing workscope tier; Request/Design Story assumptions remain owner-routed legacy reconciliation.
  • Edit AC004-owned SPS/guidance/templates, Request/Design templates, scaffold/validator/tests, or the tools catalog.
  • Complete R-001–R-007, close #449/#481–#484, or make P-STD-009 authoritative before HDO recorded act + merge + merge-hash-bound #449 ledger.

Choose a working disposition, then record it durably

The exact durable act: post an unambiguous GATE001 disposition on PR #486 and/or #449. For merge, bind approval to this exact package and preserve the acknowledged M-14 assurance limit. After merge, record the merge hash and acceptance mapping on #449.

Non-authoritative state: completing the matrix, selecting a card, or copying the generated record does not perform that act. inspect is intentionally not a gate disposition.
